On 1 January 2010 Spain takes over the presidency of the European Union (EU). Euro-Mediterranean issues have traditionally been high on the agenda of Spain that initiated the Barcelona Process in 1995 high-lighting the importance of human rights and democracy for peace, stability and prosperity in the region.

With this document the EMHRN has the pleasure of conveying its recommendations to the Spanish Presidency
